The Ondara City Council yesterday approved a motion to improve the infrastructure and educational conditions of the Joaquina Gavilà Municipal Nursery School, the result of a debate between the municipal groups that culminated in the support of PSPV y PP to a joint amendment and abstention from CommitmentThe initial proposal, presented by Compromís per Ondara, was modified to introduce technical criteria and recognize actions already underway by the council.
Debate on the needs of the nursery school
According to the City Council, the original motion from Compromís raised the need to address several structural and organizational deficiencies identified at the preschool. These included the creation of a multipurpose classroom, the reorganization of spaces, the expansion of the dining hall, the renewal of equipment, and the increase in teaching staff through the implementation of a teaching pair. It also proposed the recognition of non-teaching hours for coordination and pedagogical preparation tasks.
The amendment, presented by the PSPV and PP parties, introduced changes to several points of the proposal. The final approved text calls for continuing the technical work already underway to assess the center's structural, functional, organizational, and pedagogical needs. It also promotes a specialized external evaluation that will analyze the needs related to infrastructure, human resources, organization, and operation of the preschool. The findings will serve as the basis for developing a plan for progressive improvement.
During the defense of the amendment, the councilwoman of EducationRosana Marí emphasized that the objective was not to replace the motion but to strengthen it. She noted that technical criteria have been incorporated and actions already underway have been acknowledged. She detailed that new materials have been acquired for the playground, which will be installed during the month of [month missing]. August; that from September A new part-time professional will be joining; an hour of pedagogical coordination has already been established between the educators; and the City Council has already started the preliminary work to plan the expansion of the dining room and the future multipurpose classroom.
For his part, Compromís spokesperson Lluís Fornés criticized the amendment because, he argued, it "eliminates concrete commitments and replaces them with new studies, reports, and assessments." Fornés maintained that the center's needs had already been identified by the preschool's own staff and lamented the omission from the motion of aspects such as the budget allocation for new infrastructure, the addition of a teaching partner, and the recognition of non-teaching hours.
During the debate, spokespeople for the PSPV and the PP considered that Compromís' proposal presented an excessively simplistic view political They emphasized that the issue "should be addressed through institutional consensus and collaboration among all municipal groups." Compromís, for its part, defended the need to "establish concrete political and budgetary commitments to respond to the demands made by the center's professionals."
The debate has also turned to the way in which the initiative was processed. The mayor emphasized that all municipal governments have contributed to the improvement of the nursery school over the years. Next steps for the improvement plan
Finally, the approved text establishes that the prioritization of future actions will be determined based on the corresponding technical reports. Criteria such as safety, accessibility, functionality, educational impact, technical feasibility, and economic sustainability will be considered. It also includes an analysis of the needs for pedagogical coordination, materials preparation, and educational planning by the center's professionals, as well as a study of staffing and organizational needs for the service.
The agreement will be forwarded to the Management of the Joaquina Gavilà Municipal Children's School, the Municipal School Council and the Ministry of Education of the Valencian Government.
