The city council states that the ordinance responds to the need to adapt the current regulations to the current reality of traffic, incorporate new mobility models, improve road safety and ensure adequate parking turnover.
The ORA zone, the main new feature of the ordinance
The incorporation of the ORA zone or regulated parking blue zone This is the main novelty of the new regulatory text and represents a significant step in the management of urban mobility and support for the commercial sector.
The purpose of this measure is promote vehicle rotation in high-traffic areas, especially around the retail park, to make it easier for customers of local businesses and service areas to find parking more quickly.

Exemptions for residents and workers
One of the fundamental premises of the ordinance is that the implementation of the ORA zone not to impose an economic burden on the citizens of Ondara nor for people who travel to the municipality daily for work reasons.

In addition to residents and workers, the ordinance includes other common exemptions, such as vehicles for people with reduced mobility (PRM)emergency vehicles and those with zero emissions label.
Also exempt from payment are motorcycles, bicycles and mopeds.
The planned operating hours for the ORA zone will be Monday to Friday, from 10:00 to 13:45 and from 17:15 to 19:45, and the Saturdays from 10 to 14 hours.
New regulations for electric scooters and personal mobility vehicles (PMVs).
The ordinance incorporates for the first time a Specific and detailed regulation of electric scooters and other personal mobility vehicles.
The rules included are prohibition of driving on sidewalks and pedestrian areas, the high-performance helmet use obligation and preferential circulation on bike lanes or, failing that, on the right lane of the road.

Reinforcement of pedestrian zones and reversed priority
The regulatory text reinforces the conditions of use of the pedestrian zones and islands, as well as the reversed priority zones.

The new ordinance clearly defines the loading and unloading zones and times, establishing a maximum time of 30 minutes.

Update to the sanctions regime
The document updates the table of infractions and penalties and redefines the assumptions of immobilization and removal of vehicles.
Among other cases, a vehicle may be removed when cause danger or serious disturbances, is improperly parked in reserved areas or public event routes, or exceeds the maximum time allowed in the ORA zone.
Processing and entry into force
If approved by the full municipal council, the ordinance will go through a public exposure period for the submission of allegations before its final entry into force.
